Tom Humphrey reports on gubernatorial candidate Bill Haslam's latest campaign ad which features the Austin-East High band director. In the ad, she says (among other things), "He's been here and has kept every promise he's ever made." She is shown on what appears to be school property.

The Knox County Board of Education policy on "Political and Commercial
Solicitations in Schools" states: "No part of the school system, including the facilities, email addresses, the name, the staff, and the students, shall be used for advertising or promoting the interests of any commercial, political or other nonschool agency or organization..."

The policy on "Community Relations" states: "Employees have a right to express their views on any issue, but must in each case make clear that the view expressed is not the official view of the Board or school system." And: "Employees may, on their own time, campaign for or against any candidate or referendum, but they shall not use the classroom or system position for political forum nor engage in any political promotion or solicitation during school hours."

Also, what "promises" were made and kept? What can the mayor of Knoxville promise a county school employee?

UPDATE: In response to our inquiry, Knox County School Board Chair Indya Kincannon said this was the first she had heard of the ad and that it was "definitely not reviewed by the Board." She said she would "look into it and see if it appears to violate any policies."

UPDATE: The ad was broadcast on local TV station WVLT this morning.

We are reminded that Mayor

We are reminded by Indya Kincannon that Mayor Haslam is the chair of Project GRAD, a program that promotes high school graduation and college attendance among at-risk student populations. Austin-East is a participant in the successful program, which might explain the promises made and kept remark.

Too bad Ms. Brice's school is such a low achieving school it "meets the eligibility requirements for a state take-over."

"Successful program"? I did a quick search, and I can find no peer-reviewed research that speaks to the efficacy of Project Grad. I'm not saying that I'm an expert on PG, but I'm not sure that it has been studied enough by objective observers to warrant its designation of "successful." Project Grad itself boasts of significant gains, but I've learned over the years to not trust such claims... especially when there is no citations provided.

I've never personally used PG in a classroom, but I know some highly skilled teachers who are not fans of the program at all. Looking at the backers of Project Grad, it appears to be just another tool of the Billionaires Boys Club.

Why bash A-E?

I guess because it's so easy, since it also has the largest proportion of students on free and reduced-price lunches, students who come from single parent families and students who have to work to help support those families, too.

God knows i understand partisan politics, but you feel good about taking this low road?

Not bashing A-E

I'm bashing possible self-promoters who say things just to get elected or help others get elected.

I tire of Haslam and his promoters taking credit for Knox County Schools. He also did this in the TN First Lady Andrea Conte, First Lady Series, Student Town Hall meeting.

Haslam Answer: As mayor of Knoxville, we are opening a new Knox County high school focused on STEM.

The city of Knoxville doesn't

The city of Knoxville doesn't run any schools, but it does a lot more for public education than it is required to by law, including paying a larger share of sales tax revenue to the schools than is legally required and allocating KPD and Parks&Rec resources there, too. Haslam was involved in Project Grad before he ever started running for stuff, and has quietly given to local schools for years.

I don't know the particulars of what Ms. Brice is talking about, but I'd say Haslam's been a friend to the kids with whom she works for a long, long time. Doesn't make him an expert in education, but McWherter's commercials showing him in a garage sliding out from under a card don't make him a working man, either.

I don't see a dime's worth of daylight between these two fortunate sons, philosophically, and of the two, Haslam's done way more putting his money where his mouth is.

I asked a question about the legality of this ad Thursday and

I was told by Humphrey and later by School Board official that it did not violate school board policy because..."it was not filmed on school property nor during working hours."

Those answers do not speak to either of the policies listed here.
It was most definitely filmed on school property with this staff member standing in the bleachers with her back to the football field and holding a tuba. It identified her by name as well as her position at that school.

My question had nothing to do with the school, Project Grad or graduation rates. And after viewing this ad several times, I still believe it violated both school board policies listed here. Had a similar commercial been filmed at Farragut, West or Carter, using a teacher, giving her/his name and title, and on school property, it would still be in gross violation of these policies.

Actually, the ad was filmed at Tommy Schumpert Park (see update). It would have been the most obvious violation otherwise.

But what does this tell you about the Haslam campaign? At it's core, the ad is deceptive, and just barely within the margins of school board policy. As with the other Haslam ads, nothing is ever as it seems.

Thanks, Randy...not to mention the fact that

Haslam's stated positions so far on how he would improve our public schools were to invest in charter (private) schools, parent choice (letting them put their kids in charter schools, or home schooling.

He has vowed he will NEVER raise taxes, never change our tax structure at all so it appears he doesn't have any plans to increase funding for our pre-K through 12 public schools.

Yeah, this ad is definitely deceptive!
