He should've cribbed the whole thing from Wikipedia; at least the rest of the statement would have made some sort of sense.

NATO’s North Atlantic Council should convene in emergency session to demand a ceasefire and begin discussions on both the deployment of an international peacekeeping force to South Ossetia and the implications for NATO’s future relationship with Russia, a Partnership for Peace nation. NATO’s decision to withhold a Membership Action Plan for Georgia might have been viewed as a green light by Russia for its attacks on Georgia, and I urge the NATO allies to revisit the decision.

If there's anything worse than sabre rattling, it's sabre rattling when you don't have sabre. What a pathetic dumbshit.

So I take it the "NATO screwed the pooch by not making Georgia a member" line is an official talking point:

So: NATO was too chickenshit to make Georgia a member, but making Georgia a member would have been a deterrent because... NATO apparently would have had enough cajones to actually go to war with Russia over Georgia.

His handlers have restricted his cell phone use because he keeps calling around for advice and winds up agreeing with whomever he last spoke with. He has undermined his campaign by forgetting what had been decided and contradicting his own spokesperson.

He is certainly a flip-flopper, but perhaps more so just a flop.
