East Tennessee Realtors Governmental Affairs and Policy Director Maria McHale said this is due to a lack of rental inventory.

I don't believe that. You dont have to raise the rent. I think the demand means they may can get away with it. The "Realpage" lawsuit by DOJ tells the story of landlord collusion in raising rents.

I have noticed more for rent signs in the last few weeks. Notably on Sevier Ave/Davenport where I hadn't seen any in the last few years.
