Both the House and Senate Appropriations Committees have internal databases for tracking earmarks. There is no reason that the public shouldn't have as complete information on earmarks as appropriators.

Just Give Us the Earmark Data

We the undersigned hereby petition Congress and the Obama administration to produce and publish data about earmarks in machine-readable form so that we can fully review earmark requests, see what earmarks are inserted into bills, and see every earmark that is approved and signed into law. To that end we urge them to accept and make use of the EarmarkData.org data format to publish earmark data and keep their promise to the American people.

But, as it turns out, lawmakers still have a way to get their favorite projects funded: appealing directly to federal agencies for money that is already available. And agency officials seem to be paying attention, though an executive order has directed agencies not to take on projects based on the recommendations of members of Congress. In some cases, that may be the result of the clout certain lawmakers have over how much money an agency receives.
