My parents have a basement rancher with the driveway leading to the basement. They are no longer able to, or at least it is very difficult for them to, traverse the stairs and so they park in their yard to avoid the steps. She's in her 80's he's in his 90's. They can't afford a new driveway. This would be devastating to them.

Well David, as I previously pointed out, as a city resident you do get the benefit of the county jail, intake center and related functions. The KPD does not maintain it's own intake or jail. All this is administered by the Sheriff's Office. I believe this is also the most costly of the Sheriff's functions. Truth be told, you can call the Sheriff for service. They have jurisdiction inside the city limits. However, that is rare and the KPD can usually provide a much quicker response.
In the end, you pay twice because you choose to live in the city. But, you get other services which county residents do not (trash pickup, leaf pickup, fire protection, among other services paid for by your city tax dollars). Mayor Ashe used to claim if you added it all up you were getting a great deal inside the city. You get services from the Sheriff, but unless you get arrested you're not likely to fully experience them.

I'm pretty sure county residents outside the city also receive this benefit, in addition to the Sheriff's patrolling. In other words they receive more benefits for the same base tax rate. The same is true of most services that both city & county provide.
During the Metro discussions, there was always talk of an "urban services district" to adjust the county tax rate upwards within the former city limits to compensate for additional services the city previously provided. Yet there's never any talk of adjusting the current county tax rate of city residents downward to reflect the services the county provides in the balance of the county, but doesn't within the city limits.
Letter from Andrews?
I read this thread for insight on why I got a letter from Jim Andrews in today's mail--endorsing J.J. over Randy.
Surely I'm not the only recipient? What am I to make of it? Anybody?
I got my Jim Andrews letter today too...
All I can say is: "Sorry, Jim. JJ is too much in Tim Hutchison's pocket now for me to be able to vote for him, regardless of his long service as an officer with both the KPD and the KCSO. He might have been more independent at some point in his career, but I cannot forgive him the stupidity of playing along with the GOB's that rehired their predecessors after the Commission appointments were made. If he wanted to convince us that he really was a fresh voice for the people of Knox County he had his chance and blew it that day."
And that is all I have to say about that.

I got the same mailer as Tamara. Evidently Mr. Andrews forgot how hard Randy worked to try and get him elected during his campaign runs. Sadly, I can't say I am surprised when power, money and influence crosses Knox County party lines like that.

I'll vote for Tyree when he repays his ex-inlaws and buys back the family farm he lost for them because he refused to repay loans he applied for in his unsuccessful run for governor!

Ray, seems to me that voting for people, some of which have zero experience for the job, makes no sense. I understand wanting changes in government. In some races, I wish we had better choices. But, if you microwave the change it might burn and stink up the place even worse. It will take some time for term limits (and in some cases better candidates to step up) to bake local government to a nice crisp.

Four folks who won't be getting my vote in August:

4) Ballard
A fifth who wouldn't be getting my vote if I still lived in the 2nd District is Bolus. Everyone associated with that whole crooked, bottom of the deck dealing appointment process and its aftermath needs to go.
2010 will, I sincerely hope, bring the end to Moore, Lambert, Pinkston, and Ragsdale (if he isn't forced out sooner by lawsuit or a sudden bout of conscience). I'm sure looking forward to a Knox County run by Richard Briggs, Amy Broyles, and others of their ilk.

Tyree was a cop when...1974? I think JJ might have a better handle on the job of Sheriff.
As for improvements under Hutchison, try ten times the number of neighborhood patrols, a modern jail, a first-rate training center (built, I believe with drug money and not taxpayer money), solving crimes at record rates, working with neighborhood groups and an aviation unit that, for all it's detractors, is often instrumental in catching criminals and protecting the public. I could go on. As you say, a lot happens in 20 years.
Rachel, I never questioned your right to vote. I just hope you will admit that the Sheriff's Office has a much more direct impact on those, like me, who live in the County (only). It always amazes me that in past elections, the people with the most contact with the Sheriff (in Farragut, Halls, Karns and other such places) voted overwhelmingly for Hutchison. The only reason elections for Sheriff were ever close was that City voters, who, unless arrested, had almost no contact with the Sheriff's office, voted for Hutchison's opponents. The people that knew him the best...

Jeez, I'd hope so. That certainly would be a long time to let things stagnate, wouldn't it? I'll bet they use the Internet now, and have traded up from those 1988 Crown Vics since then.

Tyree has given me no reason to vote for him, can he shoot?
If Tyree's only qualification to be sheriff is "This Time You Decide", I'm deciding on somebody that's got a badge, has investigated a number of crimes over the past 5 yeas, knows where the bad people are, busts their heads, and put bad people in jail. Some degree of experience on the firing range would be nice and acceptable.
Tyree has shown me he has none of the qualifications I'm looking for in a Sheriff, whether it be good ole' boy network or what, give me somebody with experience putting criminals in jail.
A lot of the people Tyree put the World's Fair on with 25 years ago ended up in jail, but that's not the experience I'm looking for.

Plus as a former Mayor he knows how to run an organization as large as the Sheriff's department & do it well.

I like Randy too. And he is a nice guy. JJ had the chance to prove that he was his own man after he was appointed. But he followed the path of Witt and Sisk to hire their old bosses back. With so much experience he really didn’t need Tim’s help around, for a few more months at that. Tim has cast his shadow over JJ and the whole courthouse crowd for too long. But as the sun goes down it will make for a beautiful sunset in Knox County.

Tim Hutchison dramatically
Tim Hutchison dramatically improved the Knox County Sheriff's Office during his almost 30 years (20 as Sheriff) there. The Sheriff is an elected position. Hutchison was also very good at politics. Most of his tenure he was the most popular official in Knox County (and I mean that part outside the City of Knoxville).
I know Rachel and others will remind me that they are County residents too. That's true, but the Sheriff's Office doesn't answer your calls for service. They don't patrol your neighborhoods. Generally, they're not in charge of solving crimes in your neighborhoods. For the most part, the Sheriff's Office services City residents with an intake center and jail. You can thank Tim Hutchison for making those a lot better as well.
I know a lot of folks want to make this round 2 of Hutchison v. Tyree. But, it's not. It's Jones v. Tyree. It's 20 or so years of experience in the Knox County Sheriff's Office v. no experience in the KCSO. JJ Jones took on Hutchison some years back. Not an easy thing to do. I'm confident Jones will be his own man and will probably make some changes within the KCSO. More than anything, I believe JJ Jones will continue to provide outstanding law enforcement to Knox County. Needless to say, he's got my vote.
p.s. I like Randy. He's a nice guy. But, Jones will make a better Sheriff.

Amazingly so it seems I am paying property taxes in Knox County some of which get sent to the Sheriff in addition to city tax. If they're not covering me, why do I pay ?

The ostensible purpose of this fiat of socialist engineering is for law enforcement against drug dealers. This from a city council that subsidized drug dealers in Market Square Mall and refuse to confiscate their ill gotten businesses from them even after conviction. Can you say Payola?
They tell us that it will enable police to use a new tool for crime fighting. Where do you think this will be enforced? Certainly not in Sequoia Hills where the driveways are long enough to accomodate large cocaine and brie parties for the well to do; without offending the aesthetic sensibilities of the elitist cadre of Knoxville. Most assuredly they will selectively enforce these laws in the poor neighborhoods where the crackheads have to park their jalopies in the front yards to have a party. And just what color do you think these poor people are? Think now! Poor disadvantaged people that are going to be singled out for a new law enforcement tool.
HMMMMM! Do you think they are predominantly black?
It really wasn't intended as a tool for law enforcement. We all know that. It's an instrument of control. The nose of the camel in the tent.
