Children are not safe in custody at the troubled Knox County juvenile detention center, the former interim superintendent of the facility told Knox News on Nov. 11, two days after he abruptly quit with no explanation.
Brian Bivens resigned, he said in a written statement, because county leaders have failed to live up to their promises to turn around the Richard L. Bean Juvenile Detention Center.

The saga continues...
Emails between [former interim superintendent Brian] Bivens and county officials in the two weeks prior to his resignation show ongoing friction, including over lack of financial support to fix longstanding issues at the facility.
“I have not received ONE cent to fix 52 years of mismanagement,” Bivens said in an email to Knox County Chief of Staff Dwight Van de Vate on November 7.
