UPDATED: This is a tentative list of seats that will be up for grabs in 2008 and 2010 by my quick estimation.
Please correct or clarify in comments. If you want to nominate better candidates to run to avoid future public process debacles like we witnessed today, let's get the party started.
I'll support any candidate willing to change commission rules against back corridor arm-twisting during 5 minute recesses. I want to start seeing these deliberations on camera.

I reserve the right to support Charles Bolus because I find his name to be funny.

Tank Strickland elected 2004"
Tank was first elected in 2002 and reelected 4 years later in 2006.

I think that Mike Hammond will not be term limited in 2010. He was elected in 2004 in a special election to fill the seat vacated by Mike Arms.
*Two* shots at appointees?
I'm thinking that since the Charter doesn't call for staggering terms of commissioners (that is, all 19 seats open concurrently), any of today's appointees who might be elected in '08 would also have to run again in '10, absent any prospective charter amendment to the contrary.
Also, I note 6th District Lumpy Lambert missing from this list. His term expires in '10 and he is eligible to run again. Ivan Harmon is term-limited in '10, I'm pretty sure.
Ms. Shepard
is correct. The victor of any race in 08 Sheriff, County Clerk, Register, Trustee and teh 8 Commissioner positions must run again in 2010.
Good Job Ms. Shepard
From County Charter: How to fill vacancies (Commission)
I understand this text from the Knox County Charter to apply to County Commission appointments:
Section 2.03
E. In all proceedings of the Commission to either elect officers of the Commission or to fill vacancies in elective offices, the following procedure shall be followed:
(1) Nominations may be made by members of the Commission only.
(2) Each member of the Commission may vote in favor of one nominee, by name, only.
(3) Election of a nominee shall require a majority vote of the membership of the Commission. Prior to such election, the Commission shall, by resolution or ordinance, establish the procedure for arriving at a majority vote.
(End section)
My apologies for not supplying a link. I'm typing off the document lying in my lap.
Ivan Term Limited
I believe that Ivan "God Resolution" Harmon will be term limited in 2010. He was first elected in 2002. From his Commissioners page:
Commissioner Harmon is serving his first term as a member of the Knox County Commission, having been elected in 2002 without opposition in either the primary or general elections.
That page has not been updateed to reflect the 2006 (s)elections.
